The Osaka Government Promotion Committee has recently issued a summary of their strategy framework towards achieving "Global Financial City OSAKA", as shown in the below PDF file.
According to the release, Osaka aims to become "A Global City that Develops Leveraging Finance" and "A Financial Front-runner City".
