ウェブサイト運用ガイドラインWeb Operation Guidelines

この文書について

本ガイドラインは、FIA Japan のウェブサイト(www.fiajapan.org)を 誰が・どのように運用しているか をまとめたものです。2026年8月4日の理事会において、監査の観点から「コンテンツの管理・公開の手順・責任者・免責事項を、誰でも参照できる形に整理することが望ましい」との提案を受けて整備しました。

個人情報の取扱いと免責事項については、本ガイドラインは要点と参照先を示すにとどまります。正文は次の各文書です。

1. 運用の体制と責任

  • 日常の運用は、事務局とウェブマスターが担います。
  • サイトの内容を変更できるのは、限られた運用担当者だけです。委員会のメンバーがサイトに直接書き込むことはありません。
  • 掲載される 委員会の活動内容についての責任は、各委員会(委員長) にあります。運用担当者は掲載の実務を担い、内容の当否を代わって判断しません。
  • 本サイトの運用に関する最終的な責任は理事会にあります。

2. 掲載するもの

委員会の活動、当局への提言・意見書、委員会の議事録、ニュース、イベント、資料庫、および協会の組織情報を掲載します。

  • 出典のある事実だけを掲載します。 原本に無い項目を推測で補うことはしません。
  • 日本語と英語 — 委員会によって、英語だけ・日本語だけの文書があります。原文の言語のまま掲載し、両言語が揃っていることを掲載の条件とはしません。
  • ニュースは、実際に活動があったときに掲載します。 更新頻度の目標値は設けていません。掲載が途切れている期間は、その間に発信すべき出来事がなかったことを意味します。

3. 公開の手順

3.1 委員会の議事録

  1. 委員会の議事録がメールで事務局に届く
  2. 委員会メンバーだけが見られる非公開の場で内容を確認する
  3. 委員長(または委任を受けた事務局)が、チャタムハウス・ルール適用の可否を判断する
  4. 運用担当者が公開版をサイトに掲載する

3.2 ニュース・イベント・固定ページ

事務局が編集し、掲載します。

3.3 自動公開は行いません

下書きの作成や整形には機械的な処理を用いていますが、サイトに公開する操作は必ず人が行います。 機械が単独で外部に公開する経路は設けていません。

3.4 変更の記録

サイトへの変更はすべて日時とともに記録され、必要な場合は以前の状態に戻すことができます。

4. チャタムハウス・ルール

公開する議事録には、原則としてチャタムハウス・ルールを適用し、個々の発言が特定の個人に結び付かない形に書き改めたうえで掲載します。目的は、広く公開されたときに個々の発言が発言者本人に帰されないようにすることであり、これによって委員が率直に議論できる場を保ちます。

適用の可否は、委員会ごとに委員長(または委任を受けた事務局)が判断します。

5. 個人情報の取扱い

正文は 個人情報保護方針 です。運用上の事実として、次の点を申し添えます。

  • 本サイトのアクセス状況の集計には、本サイトと同一のドメインで動く仕組みを用いています。クッキーは使用していません。広告配信や行動ターゲティングの仕組みは導入していません。
  • 会員・購読者などの連絡先データの新しい基盤への移行は、日本の個人情報の保護に関する法律に基づき必要となる開示および同意の手当てが整うまで行いません(2026年8月4日理事会)。

6. 免責事項

正文は 免責事項 です。掲載情報は情報提供を目的とするものであり、投資判断や法的助言を提供するものではありません。リンク先の第三者サイトの内容について当会は責任を負いません。

7. 掲載内容の誤り・訂正・削除のご連絡

掲載内容に誤り、古い記載、または削除をご希望の箇所がある場合は、お問い合わせ からご連絡ください。確認のうえ対応します。

8. 本ガイドラインの改定

本ガイドラインは必要に応じて改定し、改定の内容は理事会に報告します。

初版 2026年8月31日。2026年8月4日理事会での提案を受けて整備したもので、理事会の確認を経て確定します。

About this document

These guidelines set out who operates the FIA Japan website (www.fiajapan.org) and how. They were prepared following a proposal made from an audit perspective at the Board meeting of 4 August 2026, that the arrangements for content management, publication procedure, responsible parties and legal disclaimers be set down in a form anyone can refer to.

On personal data and disclaimers these guidelines give only the key points and where to find the full text. The authoritative documents are:

1. Who runs the site, and who is responsible

  • Day-to-day operation is carried out by the Secretariat and the webmaster.
  • Only a small number of operators can change the site. Committee members do not write to the site themselves.
  • Responsibility for the substance of committee material rests with the committee concerned (its chair). The operators handle publication; they do not judge the substance on the committee's behalf.
  • Overall responsibility for the operation of the site rests with the Board.

2. What we publish

Committee activity, policy submissions to the authorities, committee minutes, news, events, the resource library, and information about the association.

  • We publish sourced facts only. We do not fill in, by inference, items that are not in the original document.
  • Japanese and English — some committees produce documents in English only, others in Japanese only. We publish in the language of the original and do not make the presence of both languages a condition of publication.
  • News is published when something has actually happened. We set no target for how often the site is updated. A quiet period means there was nothing that needed to be announced.

3. How material is published

3.1 Committee minutes

  1. The minutes reach the Secretariat by email.
  2. Committee members review them in a private area available only to them.
  3. The chair (or the Secretariat acting on the chair's delegation) decides whether the Chatham House Rule applies.
  4. An operator publishes the public version on the site.

3.2 News, events and standing pages

Edited and published by the Secretariat.

3.3 Nothing is published automatically

Drafting and formatting are assisted by automated processing, but the act of publishing to the site is always performed by a person. There is no route by which a machine publishes to the public on its own.

3.4 A record of changes

Every change to the site is recorded with its date and time, and can be reverted where necessary.

4. The Chatham House Rule

Minutes published on the site are, as a rule, rewritten so that individual remarks cannot be attributed to a particular person before they are published. The purpose is to ensure that, once the record is widely available, no remark is traced back to the person who made it — so that members can continue to speak frankly.

Whether the rule applies is decided, committee by committee, by the chair (or by the Secretariat acting on the chair's delegation).

5. Personal data

The authoritative text is the Privacy Policy. As a matter of how the site is operated, we note the following.

  • Visitor statistics are collected using a facility served from this site's own domain. No cookies are used. No advertising or behavioural targeting technology is installed.
  • Contact data for members and subscribers will not be migrated to the new platform until the disclosure and consent required under Japan's Act on the Protection of Personal Information have been put in place (Board, 4 August 2026).
