• 過去議事録・アジェンダの公開準備：第1回〜第12回の議事録とまとめの不一致箇所の整合作業が完了。チャタムハウスルールを適用し個人名を非掲載として特定を回避する表現に修正する。公開はFIAジャパン理事会で正式承認済みで、事務局とウェブマスターが連携してウェブサイト更新を実施する。委員長が翌週から2週間のコンプライアンス休暇に入るため、資料の引継ぎを今週中に完了させる。Preparing past minutes and agendas for publication: the reconciliation of inconsistencies across the minutes and summaries for roundtables 1 to 12 is complete. The Chatham House Rule will be applied, withholding individual names and rewording passages that could identify speakers. Publication has been formally approved by the FIA Japan Board, and the Secretariat and the webmaster will carry out the website update together. Because the Chair begins two weeks of compliance leave the following week, handover of the materials is to be completed within the week.
• 質問票（v4 Rev3）の表現修正：建玉決済ロジックについて「パターン3に集約」という表現を「2〜3種類の標準パターンに整理」「取引日が古い順、同日内は価格の安い順を推奨」へ改めた。2025年11〜12月の議論では、バイサイド（主にFCM）で共通提供可能なロジックを前提に2〜3パターンを標準ガイドラインとして整備する方針を共有していたため、「パターン3」という特定の表現は誤解を招く恐れがあると判断した。修正箇所は2ページ見出し、テーブル文言、Appendix、標準化定義ページ。Wording changes to Questionnaire v4 Rev3: for position settlement logic, the phrase "consolidate into pattern 3" was changed to "organize into two or three standard patterns", with a recommendation of oldest trade date first and, within the same date, lowest price first. In the discussions of November and December 2025 the committee had agreed to develop two or three patterns as standard guidance, premised on logic that the buy side (primarily FCMs) could offer in common; naming "pattern 3" specifically was therefore judged liable to mislead. The changes affect the page 2 heading, the table wording, the appendix and the standardization definition page.
• ベンダー名表記の方針：活動に参画していないベンダー2社はすでに匿名化（A社／B社表記）済み。残る3社の実名掲載についてはバランス面の懸念があり、FIA側で各ベンダーの掲載可否を確認する。確認が取れない場合は保守的に社名を伏せ「C社」「D社」等に一般化して公開する。1社は社内確認のうえ、質問票7ページ「主要ベンダーの現在対応状況」への記載可否を回答する予定。Policy on naming vendors: two vendors not participating in the initiative have already been anonymized as Company A and Company B. Naming the remaining three raises a question of balance, so FIA will confirm with each vendor whether it may be named. Where confirmation cannot be obtained, names will conservatively be withheld and generalized to Company C, Company D and so on. One vendor will check internally and reply on whether it may be listed on page 7 of the questionnaire, covering the current state of major vendor support.
• 二重照合に関する設問の扱い：質問票1ページ目の設問3に二重照合の問いが未記載である。ヒアリング結果では、ある信託銀行は不要、別の信託銀行は一部必要としており、商品区分（特金／投信／非投信）や使用システムの違いで照合の要否・項目が分岐する。現行版をフォーマルに早期配布し、二重照合問題はその後の追加質問として扱う方針とした。Handling of the question on duplicate matching: question 3 on page 1 of the questionnaire does not yet cover duplicate matching. Interviews found that one trust bank considers it unnecessary while another considers it partly necessary, with the need for matching and the fields involved varying by product category (designated money trusts, investment trusts, non-investment trusts) and by the systems in use. It was agreed to distribute the current version formally and early, and to address duplicate matching as a follow-up question thereafter.
• 回答期限の設定：当初案の6月末から9月末へ変更した。プロモーション後に十分な回答期間を確保するため。Setting the response deadline: moved from the originally proposed end of June to the end of September, in order to allow a sufficient response window after promotion.
• 配布計画：FIAジャパンウェブサイトに質問票を掲載しオンライン提出機能を整備するほか、メンバー約200名へ一括配信し、参加者にはメール添付・会場配布・画面表示でも共有する。回答は事務局が作成するウェブフォームを主要手段とし、Word／PDFを含むメール回答も許容する。今週中に「パターン」「二重照合」「期日」「匿名方針」の修正を完了し、海の日明けの来週頭から配布を開始、9月末を期限とする。リマインドは配布直後・月中・直前の3回実施する。Distribution plan: the questionnaire will be posted on the FIA Japan website with an online submission facility, sent in a single mailing to roughly 200 members, and shared with participants by email attachment, on-site distribution and on-screen display. The primary response channel will be a web form prepared by the Secretariat, with email responses including Word and PDF also accepted. Revisions covering the pattern wording, duplicate matching, the deadline and the anonymization policy are to be completed within the week, distribution is to begin early the following week after the Marine Day holiday, and the deadline is the end of September. Reminders will be sent three times: immediately after distribution, mid-period and shortly before the deadline.
• 決済照合システム諮問委員会との連携：7月15日に対面＋オンラインで開催される諮問委員会において、先物標準化活動と質問票の提出方針を資料で紹介する。諮問委員会社は21社で、国内外あわせて39社の運用会社が決済照合システムを利用している。諮問委員会の後、8月中旬〜下旬に決済照合システム利用者（国内取引利用者669社）限定チャネルで議事録と諮問委員会資料を配布する。諮問委員会での質疑コメントを議事録に掲載してよいかは委員長が確認する。Coordination with the Settlement Matching System Advisory Committee: at the advisory committee meeting on July 15, held in person and online, the futures standardization work and the questionnaire submission approach will be presented in a deck. The advisory committee comprises 21 firms, and 39 asset managers in Japan and abroad use the settlement matching system. After the advisory committee, in mid to late August, the minutes and the advisory committee materials will be distributed through the channel restricted to settlement matching system users (669 domestic trading users). The Chair will confirm whether comments raised in the advisory committee discussion may be recorded in the minutes.
• 「同一日」の解釈：建玉の決済方法（FIFO、総玉、平均単価）の標準化にあたり、取引日・約定日の概念や金商法上の「同一日」解釈が複雑化の要因となっている。「同一日」が取引日か約定日か、あるいは取引日とみなせるかについて、委員からの指摘を受けFIAリーガルコミュニティに解釈確認を依頼済み。会議直後に外部法律事務所主催の法制度委員会で審議予定（事務局が参加、委員長は移動のため不参加見込み）。コンプライアンスの暫定見解としては同一日＝取引日とする考えはあるものの、業界全体での厳密な法的整合が必要であり、現物の24時間取引・夜間拡張も含め、先物・株式など取引所取引全般で整合性を確保する必要がある。Interpretation of "same day": in standardizing position settlement methods (FIFO, gross position, average price), the concepts of trade date and execution date and the interpretation of "same day" under the Financial Instruments and Exchange Act are a source of complexity. Following a member observation, the FIA legal community has been asked to confirm whether "same day" means the trade date or the execution date, or whether it may be treated as the trade date. The matter is to be considered at the legal and regulatory committee convened by an external law firm immediately after this meeting, with the Secretariat attending and the Chair expected to be absent while travelling. A provisional compliance view holds that "same day" may be read as the trade date, but rigorous legal alignment across the industry is required, and consistency must be secured across exchange-traded products generally, including futures and equities, taking account of 24-hour and extended night trading in the cash market.
• FIAフォーラム東京（2026年9月10日、東京証券取引所ホール）：2年ぶりの東京開催で、過去実績は200人超・海外比率が高い。登録は無料で7月17日以降受付開始予定。プログラムはパネル2件と基調講演で、基調講演には金融庁長官級の来賓を打診中。取引所からの来賓は不在のため代替を調整中。FIAのAPACヘッドから連絡があり、委員長がモデレーターを務める予定。FIAグローバルのオペレーション責任者の参加は未確定で、9月の来場可否を再確認中。規模はシンガポールの約2000人に対し日本は約200人。ジャパンウィークとは連携し、9月10日のフォーラムを金融庁サイトで告知予定、ジャパンウィーク全体では10件以上のイベントが見込まれ、各社のプライベートイベントも登録可能。FIA Forum Tokyo (September 10, 2026, Tokyo Stock Exchange Hall): returning to Tokyo for the first time in two years, with past editions drawing more than 200 attendees and a high proportion from overseas. Registration is free and opens on or after July 17. The programme comprises two panels and a keynote, with a guest at commissioner level from the Financial Services Agency being approached for the keynote. No guest is available from the exchange, so an alternative is being arranged. FIA's head of APAC has been in contact, and the Chair is expected to moderate. Attendance by FIA global's head of operations is unconfirmed and is being rechecked for September. In scale, Singapore draws around 2,000 attendees against roughly 200 in Japan. On coordination with Japan Week, the September 10 forum is to be announced on the FSA website, more than ten events are expected across Japan Week as a whole, and firms may register their own private events.
